Oregon's Heat Pump Purchase Program (HP3) is active now with up to $2,000 for heat pumps. IRA HOMES and HEAR programs launching spring 2026 with $113M in combined funding.
Oregon homeowners can access federal tax credits, state HOMES/HEAR rebate programs, and local property tax exemptions. Here is the current status of every major program as of April 2026:
HP3 heat pump rebates ($2,000) are available now through ODOE
HOMES launching spring 2026 for single units — up to $10,000 per household
HEAR launching spring 2026 for contractor pathway, fall 2026 for retail
Energy Trust of Oregon offers additional utility-level incentives
